Normative framework for sealing solutions in road and infrastructure construction

In road and infrastructure construction, standards and technical regulations form the basis for planning, tendering and execution. At European level, harmonised standards (DIN EN) provide a uniform technical framework, while national technical regulations further specify or complement this framework in certain application areas.

The technical content and product descriptions provided by GusjoinT® refer – depending on the application – to both European standards and national technical regulations, in particular those applied in Germany.

Relationship between European standards and national regulations

European standards such as DIN EN 14188 regulate joint sealants based on general performance characteristics, for example with regard to deformation behaviour, temperature resistance and adhesion. These standards establish an overarching framework that is suitable for many applications.

However, in certain areas of traffic surface construction, material types are used that are not specifically defined at European level. In these cases, national technical regulations provide a more detailed application-related classification.

Application areas outside the DIN EN classification system

European standardisation does not explicitly distinguish between certain application-specific material categories, such as:

​

  • crack sealants

  • paving joint sealants

  • rail joint sealants

  • specific edge and connection sealing materials

​

For these sealing materials, no separate, directly comparable DIN EN standards exist that define application, material requirements and performance characteristics in a dedicated manner.

In Germany, these applications are technically described and classified within national regulations, in particular the TL Fug-StB.

TL Fug-StB as a national supplementary regulation

The Technical Delivery Conditions for Joint Sealants in Road Construction

(TL Fug-StB) represent a national technical regulation that covers certain applications in greater detail than provided by European standardisation.

The TL Fug-StB:

  • define application-related product categories

  • specify requirements for material properties and areas of use

  • supplement European standards where no specific provisions are defined

​

They therefore serve as a national technical specification, not as a replacement for European standards.

Quality assurance through external monitoring

An element of the TL Fug-StB is the requirement for regular external monitoring of the manufacturer. This includes, among other aspects:

​

  • external verification of production conditions

  • regular testing of product properties

  • monitoring by independent, recognised testing bodies

​

Such continuous external monitoring is not included in all European standards and represents an additional form of quality assurance, where applicable.

Relevance for international users

For international contractors, planners and clients, national regulations such as the TL Fug-StB may serve as an additional technical reference, particularly for specialised applications for which no dedicated European standard exists.

The application of these regulations is project-specific and does not replace national legal or contractual requirements, but may support technical classification and comparability.

European standards and national technical regulations are not contradictory, but fulfil different functions:
